Item arrived in a brown box it has a part missing. I think its been used and sent back then given to me. But I cant get response from reform

BUYER BEWARE no delivery in over a month Asked for a refund as they FAILED to deliver The are citing a 4 hour cancellation policy This would be valid if they delivered in 3 hours and I had 1 hour to change my mind!! Disgusting operating model I have requested a refund multiple times and have been fobbed off They FAILED to complete the order and still have FAILED to complete the order and therefore I have requested a refund as they have not completed the transaction
